Standard requests counsel on appeal from the District Courts judgment dismissing his habeas corpus petition. Standard was convicted of being a persistent felony offender and was sentenced to fifteen years imprisonment in lieu of three years on his simultaneous conviction for theft over $100. The District Court dismissed the petition as an abuse of the writ. This appeal has been referred to a panel of the Court pursuant to Rule 9(a), Rules of the Sixth Circuit.
